The Stablecoin Card Illusion

The conclusion is direct: stablecoin cards are real adoption of a new funding asset, yet most of them still deliver payment instructions through the old card acceptance system. The wallet changes. The conversion point changes. Treasury can move twenty-four hours a day. The merchant usually receives the same familiar authorization, acquiring, settlement and dispute experience it received before.
That distinction matters because the market keeps combining three different claims. The first is measurable consumer adoption. Paymentscan reported more than $1 billion of stablecoin-card spending in July 2026, according to Reuters. The second is a company forecast: RedotPay expects annual industry spending to reach $50 billion by 2028. The third is a much larger architectural claim that stablecoin cards have replaced the card networks. Current evidence supports the first claim, labels the second as forward-looking, and weighs against the third.
RedotPay says it has more than eight million users and over $14 billion of annualized total payment volume. Those figures show meaningful distribution. They still leave the payment topology intact: a wallet or program manager confirms funds, conversion occurs somewhere in the chain, a network carries the card message, an acquirer serves the merchant, and the merchant receives funds under the program’s settlement arrangement.
The useful decision is BUILD: PAYMENT_TOPOLOGY_SCORECARD. It forces every product comparison to answer five questions: What funds the payment? Where does conversion happen? Which network authorizes it? What asset settles each obligation? Who captures the economics and owns the risk?
Follow the five nodes
The word “card” hides a stack. A cardholder sees one tap. The transaction can contain several balances, institutions and legal relationships.
The first node is the stablecoin wallet. The customer holds a dollar-denominated token or a wallet balance represented by one. The wallet may be custodial, self-custodial, or embedded inside a fintech account. Its job is to prove available value and apply the customer’s spending controls. The wallet provider may earn custody, spread, subscription, yield-sharing or interchange-related revenue, depending on the structure and jurisdiction.
The second node is the issuer, program manager and conversion layer. A card transaction requires an issuer relationship and a program capable of authorizing the payment. Some programs reserve the stablecoin amount and convert it into fiat before network settlement. Others can settle selected obligations with the network in a supported stablecoin. In either model, someone bears liquidity risk, prices the conversion, manages sanctions and transaction monitoring, and resolves exceptions.
The third node is the card network. Visa or Mastercard routes authorization and clearing messages, applies operating rules, supports fraud controls, and connects the issuer side to the acquiring side. Visa’s description of stablecoin-linked cards makes the topology unusually clear: the card checks a stablecoin wallet, reserves value, converts as needed, and appears to the merchant like an ordinary Visa transaction. Visa reported about $5.2 billion of stablecoin-linked card volume in 2025, a 319% annual increase, while that volume represented roughly 0.04% of Visa’s $14.2 trillion total global volume. Adoption can be fast and early at the same time.
The fourth node is the acquirer and processor. The merchant’s bank or payment provider receives the network message, manages merchant risk, applies pricing, and funds the merchant under its contract. A stablecoin balance at the consumer end rarely removes this institution. It changes upstream liquidity and may add new settlement options.
The fifth node is the merchant. Most merchants want price certainty, reliable funds, reconciliation, refunds, fraud tools and a known legal counterparty. They care far less about whether the consumer began with USDC, a bank deposit, loyalty points or credit. The merchant’s experience changes only when the acquiring or settlement layer changes.
These five nodes produce the core map:

The economics move across layers
Stablecoin cards create value because they can lower friction before the payment reaches the merchant. A user in a weak-currency market can hold a dollar-linked asset. A company can fund workers or cards across countries without waiting for local banking hours. A program can automate treasury movements and reconcile balances continuously. Those gains are substantial even when the checkout message travels across Visa or Mastercard.
The revenue pool then divides across the stack.
Conversion spread belongs to the party that exchanges the stablecoin for fiat or another settlement asset. A product can advertise a low card fee while earning through the exchange rate. Comparison requires a real receipt, quoted mid-market rate, chain fee and timestamp.
Interchange begins with the card program and is shared according to issuer, sponsor-bank, program-manager and network arrangements. The consumer may receive rewards funded from this pool. Stablecoin funding changes the balance source; it does not automatically change the interchange framework.
Processing and network fees pay for authorization, clearing, merchant acquiring, fraud services and cross-border handling. These charges can remain even when the issuer settles with a network in USDC.
Float and treasury economics can shift materially. A program holding stablecoins may obtain reserve-related or yield-sharing economics where permitted. Faster settlement can reduce trapped liquidity. Seven-day settlement can improve weekend and holiday operations. Visa’s U.S. stablecoin settlement release said issuers and acquirers could settle with Visa in USDC, with seven-day availability and no change to the consumer card experience. That is a settlement-layer innovation inside the card system.
Compliance and risk costs remain load-bearing. Identity, sanctions, fraud, disputed transactions, safeguarding, reserves, chain analytics and customer support still require people and systems. A token can move continuously; regulated responsibility cannot be wished away.
The scorecard therefore needs a fully loaded customer cost and a fully loaded program margin. Promotional fee tables alone reveal too little.
Why emerging markets adopt first
The strongest stablecoin-card demand often begins with dollar access rather than ideological interest in blockchains. A user in Latin America or Africa may face volatile local currency, limited dollar accounts, slow international transfers, expensive remittances, or restricted online acceptance. A stablecoin wallet can solve the storage and cross-border funding problem. A card wrapper solves distribution at merchants already connected to a global network.
This combination is rational. Direct token acceptance would require each merchant or processor to manage wallets, supported chains, price display, refunds, accounting, tax, compliance and operational security. The card wrapper lets the merchant continue using known systems while the consumer upgrades the asset behind the card.
RedotPay’s growth should therefore be read as evidence of unmet dollar and payment demand. Its scale forecast remains a company estimate. Adoption can expand through the old acceptance network because that network already aggregates merchants, dispute processes and local acquiring relationships.
Mastercard’s 2025 stablecoin announcement described a similar bridge. Consumers could spend stablecoins through traditional cards at more than 150 million accepting locations, while merchants could gain an option to receive settlement in stablecoins through partners. Consumer funding, network messaging and merchant settlement can evolve at different speeds.
The emerging-market question is therefore granular: Which problem does the product solve? Dollar storage, cross-border funding, online acceptance, payroll, travel, procurement and merchant settlement are separate jobs. A single user count can hide them all.
Direct token rails win under specific conditions
Direct token payment becomes compelling when both parties already operate onchain, the asset is acceptable to the merchant, compliance is resolved, and programmable settlement creates value beyond a card message. Treasury transfers between sophisticated firms, marketplace payouts, collateral movements, machine-to-machine settlement and cross-border supplier payments can fit this profile.
A direct rail can remove some intermediaries, settle continuously and carry richer program logic. It can also introduce wallet security, irreversible execution, chain availability, asset and bridge risk, fragmented standards, difficult refunds and uncertain legal treatment. The economic comparison must include these operating costs.
The card wrapper remains rational when merchant reach, consumer protection, familiar refunds, acceptance certainty and fast distribution matter more than architectural purity. A program can place stablecoin funding behind the card and improve treasury without asking every merchant to change.
Agent payments sharpen this trade-off. An agent needs bounded authority, identity, spending limits, merchant controls, receipts, dispute handling and rollback. Card systems already expose many of these controls. Token rails add programmability and continuous settlement. The winning architecture may combine both: policy and funding onchain, acceptance through a card where needed, and direct token execution where counterparties and controls are ready.
The test is outcome-based. Measure authorization success, fully loaded cost, settlement time, exception rate, fraud loss, dispute resolution, accounting effort and customer renewal for the same payment job.
The payment topology scorecard

Apply the scorecard to RedotPay, Ramp and Stripe Issuing using publicly available terms first. Mark undisclosed commercial allocation as UNKNOWN. Do not turn an absent fee schedule into zero cost. Do not infer merchant settlement assets from a consumer wallet screenshot.
The first practical experiment uses the same small purchase across available programs. Capture the funding asset, quoted rate, final debit, merchant descriptor, authorization time, refund path and settlement evidence. The experiment changes no production account or capital allocation without separate authority. It produces a comparable evidence packet.
The monitoring decision
The stablecoin-card category deserves an adoption upgrade and an architecture downgrade from “network replacement” to “funding and settlement innovation.” That combination is constructive. It identifies the real value pool without requiring an exaggerated disruption story.
Track four monthly indicators:
- actual stablecoin-card purchase volume, separated from company forecasts;
- non-promotional repeat use and geographic breadth;
- program-level conversion, fee and settlement transparency;
- the share of merchant volume that settles directly in tokens with a defined denominator.
Upgrade the thesis when fully loaded cost improves, usage repeats, direct settlement expands where it creates value, and controls remain strong. Hold the rating when volume grows while fee allocation and merchant settlement stay opaque. Reframe the story if card networks capture most of the new distribution and settlement economics.
Stablecoin cards do not need to kill Visa or Mastercard to become important. They can turn a wallet into a globally accepted spending account, change treasury hours, widen dollar access and make agent budgets programmable. The durable insight is simpler: the money entering the network is changing faster than the network at the merchant edge.
