From paper gigawatts to operating compute

August's strongest AI-infrastructure signal was not another record-sized project. It was the widening distance between capacity that has been named and capacity that can actually arrive on time.

01 / The denominator

Pipeline is not production.

Global Energy Monitor counted 189 GW of U.S. gas-fired capacity in development specifically for data-center load in its August release. Only 16.9 GW was under construction: about 8.9% of that pipeline.

More than half of the relevant projects did not name a turbine or engine supplier, and nearly one quarter did not name a start year. Those are not failed projects. They are projects whose delivery evidence is still incomplete.

02 / Geography

Power is pulling compute away from the city.

JLL's EMEA mid-year report places hyperscale sites planned for 2026–2028 an average of 175 km from major hub cities, compared with 46 km for facilities completed during 2022–2025. Greenfield sites rise from 8% to 39% of the 2026–2028 pipeline.

Latency still matters. But for training and other location-flexible workloads, a credible power date can now outweigh proximity to the traditional hub.

03 / Contracts

A contract can move a project up the ladder. It cannot skip the ladder.

OpenAI and NVIDIA describe approximately 8 IT-GW at PORTS-Pike under a 20-year lease structure, with NVIDIA investing $1.5 billion and providing credit support for the initial 4.25 IT-GW. The first 800 MW is expected in 2028.

That is stronger evidence than an uncontracted target. It is still development-stage capacity: OpenAI says later delivery depends on infrastructure, permits, environmental reviews, and financing. Payments begin as completed capacity becomes available.

04 / Capital structure

Operating assets make future capacity easier to finance.

SK Telecom's proposed SK Horizon combines eight operating data centers with Ulsan and Guro facilities under construction and a target of 318 MW. KKR and the IMM consortium agreed to invest KRW 3.08 trillion, subject to the transaction's approvals and expected 2027 formation.

The useful distinction is inside the same announcement: operating sites, construction-stage sites, a platform target, and separate multi-gigawatt aspirations are four different evidence states.

05 / Bridge power

Time-to-power is becoming a product.

Aggreko's August Form F-1 reports a 17 GW global power-and-temperature-control fleet. Its data-center revenue rose from $96 million in fiscal 2023 to $391 million in fiscal 2025.

Mobile generation and modular cooling can bring a commercial date forward while a grid connection waits. They do not erase fuel, emissions, utilization, or migration risk. Bridge power is useful because the permanent bottleneck remains real.

06 / What to watch next

The upgrade tests are observable.

  • Named equipment suppliers and reserved manufacturing slots.
  • Executed interconnection, fuel, land, and customer agreements.
  • Permits, financing close, and notice to proceed.
  • Construction progress, energization, commissioning, and customer acceptance.
  • Operating power, utilization, reliability, and unit economics.

Job postings from OpenAI and Anthropic reinforce the shape of the work—power, land, silicon, fiber, capital, construction, commissioning, and operations—but prove hiring intent only. They do not move any project up the ladder.
