A payment can win the transfer race and still leave its recipient waiting longer. Invented example, in minutes: route A takes 1 to transfer and 120 more until usable, for 121 total. Route B takes 30 to transfer and 0 more, for 30 total. Same start and intended amount; the intervals do not overlap. Fees and other delivery differences are excluded. Halving A's transfer saves 30 seconds. Reducing its remaining wait to 20 minutes instead saves 100 minutes. These are arithmetic illustrations, not pilot data, forecasts, or feasible-intervention claims. UNHCR's December 2022 Ukraine pilot description offers a historical route from USDC in a Vibrant wallet to MoneyGram cash conversion. It does not establish current availability or recipient waiting times. Circle Foundation's September 2026 announcement describes support for payment programmes, not matched usable-aid timing results. For a builder: record transfer completion and the moment the intended amount can be used. Keep non-completions visible with their observation deadline. Define the endpoint around the intended recipient's use.
